A Red Dot perspective of the One Belt One Road Initiative

The Singapore economy has been on the decline for several years. Official language of descriptions such as weak, lackluster or gloomy economic outlook does not do us well because Singapore companies still do not know how to flow in with the One Belt One Road Initiative. What is missing?

Fellow Singaporeans’ fingers are pointing the fault lies with the Prime Minister, who for whatever reasons could not provide the right mindset (let’s ignore bombastic word, say policy). What should the correct mentality be?

One, a large country (China) merely wants to quietly and peacefully attract the residents from the smaller nations, thus, assimilating them into a bigger free economy. Two, a small state (Singapore) should aim to quietly and peacefully serve business opportunities coming from the bigger nations (more than 60 participating nations) and thereby, stands a bigger chance of unifying its economic activities with the One Belt One Road Initiative. Both these approaches serve the same ambition, firstly, attracts the citizens from various states to come to settle in with the One Belt One Road Initiative. The rest of the story is nothing else, but an economic boom for all the participating nations.

 The core principle behind the above paragraph is obtained from a reading of Tao Te Ching (TTC), Chapter 61: Nation-state places highest priority on peaceful living.

[LP165a]The larger and prosperous states are usually at the lower delta[1] where the rivers and streams meander to. It is also where people from all over the places like to come over to trade, exchange information or venture into business. [LP165b]In contrast to the hills where the water flow gushes down into rapids, it is the plain where the estuaries of several rivers meet and the water flow had slowed down to a more tranquil state. This is the ideal place to build a state. In other words, the plains meandered by mellowing down the rivers have greater advantages in which the foundation for human civilizations begin to evolve.

[LP166a]Therefore, the larger state should provide a peaceful living environment that allows it to attract residents from the smaller states, thereby, swallow up the smaller states. [LP166b]Vice-versa, if the smaller state provides a living environment that is more peaceful than a larger state; it can likewise attract residents from the larger state, and consequently, amalgamates with the bigger state as one.

[LP167]There are two alternative explanations that could explain the above phenomena.  [LP167a]One, some assiduous leaders painstakingly build a peaceful society in order to win over the individuals to become its residents. [LP167b]Two, some meticulous leaders create a peaceful environment as an added advantage that attracts people to it.

[LP167]Succinctly, the most important fundamental condition for a nation-state is a peaceful and harmonious society.

[LP168a]A large state merely wants to quietly and peacefully acquire the residents from the smaller states, thus, assimilating it into a bigger state. [LP168b]A small state should aim to quietly and peacefully serve inhabitants coming from the bigger states and thereby, stands a bigger chance of unifying the two states as one state. [LP168c]Both these approaches serve the same ambition, firstly, attracts the citizens from various states to come to settle in their own states.

[LP168d]Summarily, the larger states shall first lay down a solid foundation to create a peaceful society.

The original writing by Lao Zi as in TTC is

大国者下流,天下之交,天下之牝。牝常以静胜牡。以静为下。故大国以下小国,则取小国。小国以下大国,则取大国。故或下以取,或下而取。大国不过欲兼畜人。小国不过欲入事人。夫两者各得所欲,大者宜为下。

Its translation into simplified Chinese language is shown below.

学说:宁静的社稷才是国家的基础

[LP165a]那些富庶而大的国犹如流域,是各地的人民喜欢到来经济交易和联系的地方。这些流域皆是有溪河交流的下游地区。[LP165b]中原所有溪河交流的下游,历来是以宁静的水流而远比低山丘陵占优势。其社稷要以宁静,才能打下根基。

[LP166a]因此,大国用它宁静为基础的社稷去吸引小国的人民,便可以获得小国的所有领土。[LP166b]如果小国用它宁静为基础的社稷去吸引大国的人民,便可以得到大国的所有人民意识要合并。[LP167a]故此,某些英明的领导以宁静为基础的社稷而用来取胜。[LP167b]另一些英明的领导却以宁静的社稷先造成了优势,因而取胜。

[LP168a]大国只不过是想要把两国的人民和领土兼收并蓄在一起。[LP168b]小国也只不过想要由外到内,很恰适地事奉他国的人民。[LP168c]这两个可能性都能各得所愿。[LP168d]于是,大的国家应当先打下一个宁静的社稷为基础。
