How to recognize a bad government

There are two very simple ways to differentiate a good government from a bad government.

1) A good government does not take from its citizens. Well, to finance its operating budget, it takes some in a few simple taxes and duties. To take care of the old, sick and underprivileged, it can boost its operating budget by taking a little more. For economic development, it can either borrow from the World Bank or raise the rate of some basic services that benefits from such development projects.

2) Its primary duty is to control the rate of inflation to near zero. Why? Inflation moves money from the poor to the rich. The Gini coefficient measures the rich-poor gap. A Gini coefficient of zero expresses perfect equality, where all values are the same (for example, where everyone has the same income). A Gini coefficient of one (or 100%) expresses maximal inequality among values (for example where only one person has all the income).  

Let’s take a good look at Singapore who celebrated its 49 years of independence on Aug 9, 2014.

A) What it does with the excessive money it takes from its citizens

Its combined sovereign wealth is USD497 billion: GIC USD320 billion and Temasek Holding USD177 billion (discounting the wealth in the form of GLC - Government-linked companies. In fact, these are GOC - government-owned companies). The total number of citizens is 3,313,500 (year 2013). The sovereign wealth divided by its number of citizens is USD149.992. The sovereign wealth per household is USD431.423 or SGD547.908 (1,152,000 households in 2012).

Clearly, the PAP-led Singapore government had over the last 49 years raided from its citizens to the tune of more than half a million per household. Isn’t this scary? Yes and no.

If you are proud of the PAP-led government that had been hideous telling its citizens it is good for the government to take from each household half a million dollars, you are not wrong to have blindly supported it all these years.

Perhaps, you might think it is not good for a government to raid its citizens’ pocket and keeps blowing up its sovereign wealth, it is very clear to you now, the PAP-led government had been a very, very, very bad government.  

B) Gini coefficient of national income distribution

Singapore’s Gini coefficient before accounting for Government transfers and taxes was 0.478 (year 2012). Using the ‘modified OECD scale’ Singapore’s Gini coefficient stood at 0.435 (year 2013) and after Government transfers and taxes, it stood at 0.414 (year 2013). At 0.414, Singapore’s income inequality is significantly higher than all the other economically-developed countries in OCED.

If you are proud of the government transfers that were cloaked under all forms of subsidies or GST vouchers, you are blind to the fact that Singapore income inequality is the highest among the developed countries.

Perhaps, you might think these government transfers are mere gimmicks to hood-winked the citizens after having engineered the spiraling rise in the rate of inflation in forms: HDB flats (several times the base year when the Great Upgrading Program was launched in 1989), COE, bus fares, medical and you name it, it is very clear to you now, the PAP-led government had been a very, very, very bad government.

C) Ignorance and blind faith

Most citizens do not know how to distinguish a good government from a bad government.

Let me quote what former City Harvest Church (CHC) fund manager Chew Eng Han said about City Harvest Church founder Kong Hee, whom he said created "well-structured" and legal bond agreements for the church. Chew said, “You lied, used me and shortchanged the faith of church members.” Yet, most of the church members think Kong Hee is unfaultable.

This is a cold hard fact. The 5-decade old PAP-led government had been a very, very, very bad government for having raided its citizens to the turn of more than half a million per household and had implemented a whole lot of “well-structured” government policies, you name it. To whoever who had pointed it out clearly, “You lied, used every vehicle and shortchanged the faith of all Singapore citizens”, perhaps, you are disappointed with most Singaporeans who think The PAP-led government is unfaultable[1].

When will the average citizens wake up to this truth?

I do not know.

When will the current batch of members of the Singapore Parliament wake up?

They won’t want to wake up either because they are post turtles. A post turtle is a turtle that was placed on top the post box that stands on a single pole as you see in the farm land and it does not know how to climb down. In Singapore case, every month, the postman by the name of Lee Hsien Loong comes round to feed these post turtles with a fat cheque. Now, it is very clear to you who the ultimate bad guy is – the very person who has been perpetuating bad governance in Singapore.

[1] Every dynasty is unfaultable until it is overthrown. Same goes with the Lee dynasty in Singapore.
